President of the Board  

Jim Buckles (Carolyn)

Zone 3 – West Bennett Co.

Jim graduated from Merriman High School and was in the trucking business for several years.  He ran the Merriman elevator until he started farming and ranching south of Martin in 1967.  He has been a member of Lacreek's board since 1989.  He and his wife, Carolyn, have two sons and one daughter.

Melvin Cummings (Ruth Ann)

Zone 9 – West Shannon Co.

Melvin has been a member of Lacreek’s board for twenty-eight years. He has served for twenty years as an Oglala Sioux Tribal Councilman. He also served as Treasurer for the Oglala Sioux Tribe for two years. He has served on the Shannon county School board for thirty-three years. Melvin has been ranching between Manderson and Wounded Knee for forty-seven years.

Jerry Sharp (Stephanie)

Zone 5 – Jackson Co.

Jerry has served on Lacreek’s board for the past sixteen years. He graduated from Kadoka High School and continued his education at Black Hills State University at Spearfish. He taught school for three years and then returned to ranch near Longvalley, SD. Jerry is active in the SD Rodeo Assn., a member of R-Calf, a member of SD Stockgrowers and a Director for the Western Jr. Livestock Show.

Treasurer of the Board 

Scott Bair (Maxie)

Zone 1 – City of Martin

Scott has served five year on Lacreek’s board. He graduated from Bennett County High School. He then attended college at Black Hills State and Phoenix Institute of Technology. Scott graduated with a degree in architectural drafting. He moved back to Martin in 1986 to work with his father at Bair Ford where he has been employed for the past twenty years. He currently works in sales for the dealership.

Tom Schlack (Karen)

Zone 7 – Cherry Co., NE

Tom has served twenty two years on Lacreek’s board. He is a graduate of Bennett County High School and of the University of South Dakota. Tom also worked for Lacreek Electric as a journey lineman for seven years. He has ranched in the Eli area for the past twenty-six years.

Donovan Young Man (Dale)

Zone 9 – West Shannon Co

Donovan has served as a director for eightteen years.  He is a graduate of Pine Ridge High School.  Donovan has worked for the Shannon County School District for twenty-five years and also raises cattle on his ranch east of Oglala.

Leroy Guptill (Linda)


Zone 8 – At Large

Leroy graduated from Bennett County High School  He worked as a lineman at Lacreek Electric for twenty-three years. He is currently farming south of Martin and has server on Lacreek's board for 18 years.  He and his wife, Linda, have one son and one daughter.

Ellis Rae Hicks (Dorothy)


Zone 1 – City of Martin

Ellis Rae graduated from Bennett County High School and spent three-and a-half years in the Air Force. He has farmed and ranched since returning from the Air Force. He and his wife, Dorothy, operated a clothing business from 1962 to 1996. They have one son, Scott, a daughter-in-law, Anita, four grandchildren and two great grand-children.  Ellis Rae has served on Lacreek's board of directors for 21 years.  He is a continuous member of the American Legion Post 240 for 56 years and he has served as post commander and also as post adjutant.  He has served on the Martin City Council at various times, a total of 14 years, and as mayor for part of one term. He was a member of the Martin Volunteer Fire Department for nineteen years.  He is a member of Our Redeemers Lutheran Church in Martin.

Roy Ireland (Barb)


Zone 2 – East Bennett Co.

Roy has been a director for Lacreek Electric for twenty one years. He is a graduate of Bennett County high School and of South Dakota State university. Roy has also served on the Rushmore Electric Power Cooperative board fourteen years and served on Basin Electric’s board for ten years. He currently farms and ranches in eastern Bennett County.

 Harry (Butch) Livermont (Judy)


Zone 5 – Jackson Co.

Butch graduated from Bennett County High School and been ranching in Jackson County since graduation. He has been serving on Lacreek Electric’s board for eighteen years. He He is current chairman of the Oglala Sioux Livestock and Landowners Association, and has been a member of the extension board and FHA board.  Butch currently represents Lacreek Electric on the South Dakota Rural Electric Association board as vice-president.  He and his wife, Judy, have two daughters, Joni and Stephanie, and one son, Neil.

Dean O’ Neill (Judy)


Zone 6 – Todd & Mellette Co.

Dean has been on the Lacreek Electric board for the past twenty three years. He was born and raised in Todd county and has ranched and farmed in the Harrington and Parmelee areas his entire life. Dean is a member of the American Legion Post 319. He served as a Todd County Commissioner for ten years and on the Winner, Mission and White River cooperative boards for twelve years. He has served in the military and had forty years of public service.

Marion Schultz

Zone 4 – East Shannon Co.

Marion has served as a director for ten years.  He graduated from Gordon High School and received a degree in Economics and Political Science at South Dakota University.  He has ranched in the Batesland area all of his life.  Marion has been on the Batesland Fire Department for more than forty years.  He has been on the County committee for USDA for 15 years and has also served on the Bennett County Coop

Connie Whirlwind Horse

Zone 4 – East Shannon Co.

Connie attended school at Holy Rosary Mission (now Red Cloud) and then attended one year of college at Black Hills State. She and her late husband, Louis, ranched near Kyle for many years. She is the mother of nine children and continues to run the ranch. She currently serves on the Shannon County commission and works on the Medicine Root District Empowerment Zone Taskforce and is also currently serving on the Pejuta Huta Oyanke Development Corporation board.  Connie has served on Lacreek's board for 16 years.
